system rebooting repeatedly on startup and fans still workin

hi everyone. it's been a while that I have these problems. I've read other threads that were about the same problem.
my fans work after I shut down the system and I should hold the case power button for 5 seconds to turn it off properly. and the other problem is when i start the system it reboots repeatedly and it turns on by chance. I should wait to see what happens.


I read that this is a common problem with asus motherboard and already tested these solutions:
1- clearing the CMOS jumper ....Result---> it worked, the system after one or two shut downs worked well but after a few days the problem came back

and there is one other thing that I think mentioning might be important, our home doesn't have an earth cable, (I mean plugs have 2 holes not 3) and I've heard it can cause static electric on the case that may cause these problems. but I connected my case to the water pipe to act like an earth cable, and it works fine. you don't feel electricity by touching the case body.
2- system properties> startup and recovery>settings> uncheck the automatically restart option ----Result----> it worked again, the system shuts down and all the fans shut down properly but after a while the problem is back Plain

3- check the hardware ----Result---> an expert tested my system and he said the problem is with your motherboard, and the asus guarantee changed my motherboard and gave a new one instead. Happy Happy testing the system with the new one, and the problem is still with me Plain

these are my system information:
windows 8.1 pro 64bit
ASUS p8z77 v-pro
i7 3770 K
AMD Radeon HD 7800 series
RAM 16G Jual channel DDR3
storage western 1T
storage 64G SSD
power supply Green 585 watt


I think my system is cursed with this problem, maybe I should ask a witch for help Grin just kidding
so please help, it's driving me nuts. I have many works to do but the problem is always a pain

If you've 2-wire AC setup and even if you connected to "ground" it has to be good. If there is *ANY* flowing grd. voltage, that can "wake-up" the PC. i exclude any Asus issue. The AC has to be checked and setup properly for your PC to work well. The PC can react unlike any other electrical device as it only needs 5V to do so. Further, if a floating grd. is present it has to be taken care and yes it does exist. Only a real electrician should be used to fix this issue. Next, within the bios, disable any "wake-up" setting. Check also to verify that the PC remains off when power is lost to reduce reboots when power restored. All I just posted if this has been going on long enough it may have simply broken the mtrbd. as it was because these are electrical issues and/or problems that cripple the mtrbd.. If you have a real Asus mtrbd. issue on its own as you report, then it makes all the worse. You should also think protection like UPS and surge and not cheap ones either to help in this problem.

I like to leave that once a electrical person has OK'ed at least your PC AC-line for use then proceed to locate other problems. Alas, your PSU may have been weaken by the repeated reboots or issues, so its more prone to act wonky as well. In other all these issues together create a mess to sort out. Unfortunately, fixing one is not always to work if another "iffy" problem is present. Sometimes a whole swap of things has to be done all at once to start anew. sorry...
