system freezes for 3 sec then works then freezes(repeats)

I have a Dell Optiplex that is 2 years old and running xp sp2.

The problem I am encountering lately is that when watching flash sites like youtube or hulu the whole system will freeze for a few seconds, and then come back for a few seconds and then will freeze up again. This cycle repeats infinitely or ends in the blue windows error page.

sometimes it happens, sometimes it doesn't

the internet connection is lost once it starts and the CPU Usage showed in Task Manager spikes to 100% right before it freezes each time. Any audio playing will studder during the freeze.

From what i see, it usually occurs when i am using a website that has flash but i'm not sure what is causing it on my computer. I have not recently installed any programs but Pinnacle Studio was installed a year ago and caused some unrelated problems then.

Dell Optiplex GX745
XP Professional
Intel Pentium D 3.40GHz
two 512MB Ram
80GB SATA hard disk
integrated video and audio
wireless card

ran ccleaner and security scans. re-installed/upgraded drivers to no aivail.

any ideas?

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
