system failure reboot

there was a power outage and now my computer will freeze in the middle of loading desktop icons with smeared fonts, sometimes it gets everything but most times it just reboots itself like when the cpu is overheating and my monitor turns off when windows starts up saying there is something wrong with the cable.

I'm in safe mode now, The monitor is fine, the videocard is fine, what is the windows file that causes this error that doesnt get started in safe mode, and how can i fix it.

anytime i want my computer to work i have to be in safe mode. system restore doesnt show any problems.

System restore would not report a problem.

isnt it just one file gone bad? do i have to re-install everything?
