Syncing from Outlook 2013 with iTunes

When I try to sync to Outlook on my Windows7 PC with iTunes to either my iPhone or iPad it will not sync new items from either device to Outlook Calendar or new items on Outlook Calendar to either device. However if I have a new item on, say, the iPad the next time I do a sync the new item will show on the iPhone (or vice versa). Contacts and email sync perfectly both ways. I have tried reinstalling iTunes, Outlook and contacting Apple without success. Anyone have any good ideas to solve this. I did not have this issue with Outlook 2010.

https://discussions.apple.com/message/25027412#25027412 as an example. In that one you find causes that well, why do Apple and Microsoft expect folk to know this?
