Mar 5, 2016 2:06PM PST

Right now the 1720 laptop that my iPad is synched to is having a HD failure, therefore I need to synch this present iPad to a new computer with OS windows 7. Please advise the procedure step by step on how to accomplish this task. Thank you. I am very concerned about loosing all of my wife's music on her iPad 3rd GEN. The iPad has ios 9 installed.

iPad, iOS 9, 3 rd Gen

Also start using iCloud for iOS backup purposes

This way you only have to deal with the music library, for which I normally recommend multiple redundant backups. The rest is pretty painless when backing up everything else via iCloud.

on the failing PC, you are right to to concerned.
However, because you have a backup of all the important data on the failing PC, all is not lost should it finally die. You do have a backup?

Failing a backup, you need to get that music off the failing laptop and onto either a USB hard drive or a big flash drive.

If the laptop has not yet failed and you have its replacement already, then follow the steps here:

If the laptop has failed AND you do not have a backup of the music, then your next recourse is to use an application called iRip to pull the music off the iPad and onto the new computer
