I'll take the build at http://www.tomshardware.com/answers/id-2656009/building-gaming-play-gta-1080p-60fps.html but change 2 things.
1. Change the GPU to the 1070.
2. Drop the HDD and put the dollars saved into a 500GB SSD.

I want to switch from my console to PC I had a desktop before and it was more fun than my XboxONE that I currently use. I know this sounds bad but I want a computer that can run GTA V at at least a solid 60 Frames. I don't care about graphics other than view distance and graphical stuff that can impact gameplay. I want to be able to LSPDFR with GTA V as a moification. I'm asking what parts I need in order to enjoy GTA V fluidly. Thankyou if you post and thanks for reading and checking in on this post!

I'm new to this and just doing budgeting. By changing the GPU do you mean the Processor?
The Graphics Processor Unit so it's a processor for graphics. The 970 is a nice card but barely hit the 60FPS so the move to the 1070 will assure us that you'll hit your goal.
I hope you don't mind helping me out with all this. I'm looking at the fan and have a question. How many do I need, one?

Ram....ddr4 2x4GB@2400
Mobo....since I'm not going to overclock I'd skip the Z series and shop in the H or B series.
Something that supported the cpu and the ram and had the features I wanted.
Gpu...gtx 1070
Storage....480/500GB ssd.
Psu....quality single rail in the 500w area.
Case....mid tower.
Optical....yes...their only 20 bucks.
