Switchable graphics stuck on worse card

I have a Pavilion dv7 4167ca laptop, it switches between an ati radeon hd 5650 and 4250.

After a long time searching, there is no way to manually switch them (definitely not by right clicking the desktop). I guess it is in dynamic mode, but it's not switching upon changing the current power setting or upon altering the power settings that it's supposed to change on. I've also tried disabling the worse graphics card in the device manager.

There's nothing in the bios that I can use to solve this. I cannot find a bios for this laptop that has the functionality either.

The problem arose when my power cable was disconnected while the computer was in sleep mode, and the computer didn't come out of sleep when I attempted to wake it up so I had to restart it.
