I assume that you have the DC-9360 model as it is the only one that they claim is 9 megapixel.
There is not much you can do to a digital camera in the way of repairs.
Number one thing to do is the battery.
You need to prove that the batteries are good.
Digital cameras draw a lot of power, and you may have a bad battery.
So....go buy a set of Alkaline batteries and try that first.
I know you said you have fresh batteries,
but a new battery can be defective.
Buy the next new batteries from a different place.
The only way you can rule out the batteries is by trying another set.
Once you rule out the batteries, you have reached the limit of what you can do to a digital camera.
You can then assume that the camera is defective.
Contact the outfit you bought the camera from.
See if you can get a replacement.
If not:
The SVP website says that their cameras have a 12 month warranty.

Hello,
I did pick up one of those SVP 9 megapixel cameras.
This is my first digital camera ever and after endless hours trying to figure it out I finally got it going. Everything worked fine for about two weeks and now, after downloading the last 30 sec. video clip it gives me grieve! Every time I turn it on, now (no matter on which setting) it starts up showing an hour glass for a few seconds and that's it. It doesn't do anything anymore, no pictures etc., just a blank dark screen with the battery-charge icon on it
(which are brandnew, fully charged). The memory is empty, too.
I can pull up a "Test Mode" screen if I hold the Set/Flash button at the same time when I turn it on. Only then the camera works, showing the environment to be filmed or photographed, but there are all the Test Mode settings still to see (which all work) and that's it. Wonder if anybody can help me out with this before I loose it and through the damn' thing at the wall...
Thanks guys,
Frank
