Get a Sony digital 8. It will play your analog Hi8 tapes and convert them to digital via firewire to your PC. You can also us it to play analog into a standalone DVD recorder. Get the best one from Sony.
If you Hi8 was working there are some other options.
Get a used Hi8 and a Mini DV camera that has the analog to digtal pass through feature and play the Hi8 into the DV camera and have it convert to digital and then to your PC.
