Suddenly can't access usual secure sites

Windows 98, Internet Explorer...I can't remember how I fixed this problem last time it happened, but can no longer access secure sites like payment sites, and I need to transfer a domain name but can't complete the process once I am being taken to a secure page.

Yes, Norton Antivirus and Security...I noticed that Norton is saying the Security is OFF and I wasn't able to turn it back on...do I wait it out or is there something I can do if it involves Norton?

Also, should I leave my settings for security (in Tools, Internet Options) on medium?
