Student looking for good smart phone for international use

I am going over to Germany for a year in a month and I was wondering if it would be cheaper to get an international plan in the U.S. and use the phone over there or get a unlocked phone and use a sim card from over there. Also I want a smart phone so I can organize all my classes with it does anyone have any good ideas for one?
