Stuck Error 7E! What does it mean?

Hi! I just want to know what Stuck error 7E means. Everytime I boot in my computer, this message will always flash on my screen with two options at the bottom, namely: F1- to reset F2- to resume setup. Ever since this error message started, my anti-virus tool just also turns off and on and I also get a message that my virtual memory is running low. We have reformated the cpu and still the same error appears. The technician said its the battery that is causing the error message, but now even with the new batter I still displays the same error message. please enlighten me on this matter.
