Stuck...but not in safe mode

Have a Lenovo laptop Windows 7, 2 years old. Few days ago,the screen started flashing on and off quickly. Couldn't use mouse to shut down, so pressed the start button for a forced shutdown. Now, computer runs slower, icons on desktop have arrows in them, and programs aren't operating ribbon in word or powerpoint, etc.
The cursor won't even open the Start button. The "time" is gone from bottom right taskbar. It's like it's operating is in a weird safe mode. Any ideas?!

How long since you used canned air to clean the vents?

No model number and very few clues except it's been a long time since the maintenance was performed. The clues being so slim I'd clean it, do a nice clean boot and then if the trouble remains, try a new user account.
