Strong connection on phone startup, none after 15 seconds

This is an issue on a mobile device (Galaxy SCool with an unlimited data plan through AT&T.

I'm in an area with great 4G connection, where I've spent full days before without any loss of connection. However, my phone just lost virtually all connection to the mobile network.

If I restart my phone, I have the same great connection I've always had. But after about 15 seconds I lose all connectivity (although it doesn't reflect this in the network indicator). I've restarted my phone 3 times so far, and each time I restart, I can refresh a browser page with a reload time of about half a second. But then after 15 seconds, I can't load anything in any application that uses the internet.

Does this sound like AT&T throttling my data?

But it's time to put in some time at the ATT store/service counter. Since it's very repeatable, what if it's a phone failing?

Yup, they're throttling my data. Just called them and they told me so. So I guess for anyone else who ever experiences similar issues, your carrier is blocking you off.

Really sucks, since my job depends on my mobile hotspot.
