streaming services to replace cable TV

Hello. My mom has cable. She doesn't like the programing. She watches PBS, ESPN 1/2, Big-Ten Network, ABC/CBS/NBC, and cable news networks like MSNBC and CNN. She heard people were getting streaming services and saving and asked me to find out how they work. But I don't watch TV. She has a standard, $200 flat screen. My basic questions are: (1) is there a service that affordably offers such programming; (2) do we need a fancier TV to use it? Thanks.
