Since it's network wide it's possible that it's a policy they have implemented. Many campus's do similar things since it's a shared network to the web so to give equal access they shut down P2P or things like this are throttled so that everyone shares and shares alike.

I work at a college, and I'm having a weird problem. On our entire network, you cannot seem to play Flash Video. Audio is fine, but the videos take 10-20 minutes to load, and some don't play at all. What is weird, however, is if I logon to AOL through our connection, I can then play Flash fine through AOL. This is campus wide. Sorry I cannot provide more info, but I am not in charge of network infrastructure.
