It's totally unclear why copying something from a site (an ftp-site is just a file server) should be necessary, nor what you should do with it, once copied. In fact, it's not even clear why you couldn't post the command lines here, or post a link to the place where you found someones advice.
The details of your problem (where's the Unicode coming in?) are missing also.
Wp and wp-config, on the sight of it, seem more like something for WordPerfect then for MS Word. So that part of the story isn't clear either.

I'm using Word 2007 and as the Outlook 2007 email editor. Some of my characters have unintentionally changed. One solution someone offered the following using a ftp client:
It was quite simple, jump in my wp-config, and comment out two lines.

And just like that, all was normal again. Hope this helps someone.
Since I'm a newbie, I don't know what a FTP Client is or how to find it. And, I unsuccessfully searched my computer for "wp" and "wp-config" . This is very frustrating. Other articles rests the blame for this issue squarely on ASCII vs. UTF-8 functionality (or lack thereof). But, I don't know how or where to look for and fix this issue either. Can anybody help? Thanks.
