Sticky or pinned

Is there a way to pin or sticky a moderated/no reply topic or how to in a forum meaning all forums. I was just curious because of the amount of repeat questions in some forums. It is great to have the pros give help but I think that mabey even they get tired of the same questions. I have used the search and found it a little unreliable in its retreival just to check it out. I am sure that this has been asked before and there is probably a reason there is none. Thanks

would like a pinned capability

because in V&S there seems to be a constant and continued need to tell people NOT to post their HIJACK THIS log.

It is frustrating for the poster who clearly has a security problem ergo the log, to post, only to be told to go to some other forum where Hijack This log experts can advise as to a solution.

one can see this message clearly in the header of the Forum.

I think it is time we do something similar at Cnet.
