starting up and netgear

1) I like to know what programs are started during starting up of my computer (hp/vista). I like to take out a few things, like "windows live messenger". what is that? I just close it once it's up but I like to prevent it from running in the first place. Is it just a simple text file that I can edit?

2) When I startup my computer, it runs "netgear WG311v3 Smart Wizard" (I think) to connect the computer to some wireless thing I have here, but it isn't always successful. If the message saying that I'm connected doesn't show up (I have to wait a few minutes to be sure when that happens and it's frustrating) then I have to shutdown and restart, hoping it's ok the next time. What I like to do is just run the program again (the smart wizard?) which I did try, but it still doesn't get me a succesful connection. There is a way to retry the connection without logging out, I hope. Is there?
