You have two options here if you ask me... You can either spend a great deal of time and effort to learn the technical side of things, as well as the business side yourself... Or you can just take on a partner/employee who handles the technical issues while you handle the business side of things.

You can always check with teachers at nearby schools for the names of kids who might be able to help you out, and then approach them through their parents if we're talking high school aged kids... If there's a community college or better still a 4-year university nearby, talk to some of the professors in the computing departments if they can pass along your information so they can contact you if interested.

It works out well in those cases... The kids will usually work pretty cheap, and at the same time, you're giving them a little spending money, a chance to hone their skills which are usually every bit as good as hired professionals, and maybe even some free word of mouth.

A forum such as this one is really not a very good place to be soliciting advice for such a venture. You really need someone to be there in person.
