Start Menu won't display the Programs submenu

I'm running Windows XP SP2 and recently, I can no longer see my programs when I click on "Start". I cannot attribute the problem to any recent installs or Windows updates. If I switch to "classic mode" it shows as <empty>. A recent post from droidbot7000 in this Forum was similar and he seemed to stumble on a solution but it was not clear to me how he got there. Would appreciate any help. Thanks.

For example. PERMISSIONS of this directory.

For example:

C:\Documents and Settings\Dimsdale\Start Menu\Programs (the directory) has PERMISSIONS in NTFS volumes. I ran across a way to make XP appear to stumble by making such directories inaccessable to some users.

I won't dive into NTFS permissions, ownership and more here, but note this since I've run into it.

Dinsdale, Right click your ''Start'' button, choose ''Properties'', under the ''Start Menu'' tab click the ''Customize'' button, under the ''Advanced'' tab checkmark ''Open submenus when I pause on them with my mouse'' then OK your way out.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
