Start Menu Problem

Using MS Windows XP Home edition SP1. In the past I have been able to right click on any directory icon in the startup menu and be able to select explorer or open and have it open in the explorer view right where the start men directories are located. ie.C:\Documents and Settings\XXXXXX\Start Menu\Programs where XXXXXX is the users id. Now the options appear, (Explore and Open), but when I click on them they no longer open in explorer. What changed? Can anyone help me? Perhaps I can clear this up a bit more, I know it sounds confusing.
1. Click on "START"
2. Click on "PROGRAMS"
3. Select any directory icon, (Not a program shortcut icon or *.lnk) by right clicking on this item.
4. A drop down list should appear with the optrions "OPEN", "EXPLORE", "DELETE", "RENAME" etc.
5. Clicking on either "OPEN or "EXPLORE" should open the exploret to the location mentioned above.

Mine doesn't. Can anyone tell me why?

Thanks-But none of the mentioned treatments helped. Any further suggestions? I suspect a program I may have loaded in the past has overriden a dll file which controls this function. Question is, which program and which file. SFC didn't help, reinstalling sp1 didn't help, changinf registry fields also didn't help.

something else to try, like I say I had to install SP1a again to cure mine and it also cured the problem for one of my friends!
