spylock wont go away

I have this Icon flashing on my bottom tool bar its an X in a circle and a triangel with an exclamation mark in it, they both flash , when I clik to ope up comes Spaylocked ask me to scan free then buy there program , how do I delete this from my computer, its not in add remove conrol pannel

Start your computer in the safe mode.

Before you do, download these programs and run them in the safe mode also.

Run these programs in the safe mode. They will remove anything that doesn't belong.

Then restart the computer normally and everything should be ok again.

Hi in reply to your answer, I for got to give you the address that appears in my browser on top when I click and open the page for the flashing Icons on my screens bottom tool bar , its this address

Internet options

click on general

type in the address that you want for your home page

http://www.google.com/

click apply then ok.

Now when you open Internet Explorer, it will go to your home page.

I cannot get to the website you have listed. I have a hosts file and it blocks me from going there
