Spinning Blue Wheel Next to Cursor, How t Get Rid of It

Hello CNET!,
So I know that the blue spinning wheel next to my cursor means I'm loading something and I get that. Every time I start up it does it for a minute then goes away but as of today 11/19 it keeps spinning constantly. I checked task manager to see if anything was amiss and it seemed ok. It's just really annoying and would love a quick fix for it before I jump through the million hoops of tech support. Cheers!

maybe get a different cursor package.
