Spike of lag under windows10

Hi everyone, first time posting here.

I am actualy facing a problem and i cant found out the solution.
I recently (about 1 month) installed win10. Since then i got spike of lag every 1 or 2 min.

I did a little investigation and found out it is always the case, even if nothing run on my pc, just by doing ping to google i can see the spike come.

I have connected my PC (its a laptop) an other network, and the same issue continu.
I understand it comes from my PC, but then i tryed to clean it with multiple scan, using windows deffender (small and complete scan, even the offline one), roguekiller, adw cleaner, but the issue is still here.

So if some one could tell me what to do now, cause i really dont know what to try. It might be a hardware issue, but i dont know how to verify it and from what it could come.
