Not sure if you read the article on the bb-8 giveaway about the comments section:
Before jumping into the legalities, I wanted to let you know that we are working on redesigning our article pages, and this means that the comment section will be changing -- probably more than once -- in the next couple of weeks. To access the comment section you need to scroll down until you see the white toolbar and find the speech bubble on the top of the page. The new comment section will show up on the right side of the screen as you can see in the GIF.

It works for me in IE11, Firefox and Chrome. I would recommend scroll a bit slower to see white tool bar.
Sorry for the confusion, we will be improving this experience. It is less than idea and they are going to fix this. Again we apologize for the this.
