Speech to Text in Windows ME

I have an older HP Pavilion computer with Windows ME. I have an 800 MHz Celeron with 128 MB of preinstalled RAM and another 128 of user installed RAM. I remember when I first got the computer years ago there was a speech to text engine with it. I recently did a System Recovery, so my computer is back to factory specs, and I wanted to start using that engine, but since it has been years since I used it, I don't remember where it is. I can't seem to find it on my computer, but I know it is there. The HP Tour Guide is using it as I type this.

Does anybody know where it would be? I remember I had to find it in some random place last time, but I don't have a clue where.
