This sounds as a hardware problem. There are several reports for this anomaly caused by integrated sound on the motherboard that produces a background noise when there is mouse movements or other hardware devices activity.
You should contact Aopen using the following Aopen American Technical Support Center page. If the tech supports are unable for suggesting a fix, you either live with it or use an add-on card.

if i plug my speakers (or headphones) directly into the computer and turn up the volume, it makes this buzzing sound. it does not have to be very loud though. Basically, i can hear it when the volume is at a level lower than i listen to music and play games. when i am at the desktop and have nothing running it makes a low buzzing sound. when i open a program and have it open on the screen the sound gets louder. whenever i move the mouse cursor or type or basically do anything on the computer it makes a buzz sound. i am really confused. since both the speakers and headphones do it, it seems that it is the computer itself. other than that, i have no idea whats wrong. i have an aopen ak77-8xn with onboard sound (Realtec AC 97) if that helps at all.

btw, i have the latest drivers for the motherboard and sound from aopen
