is there a recovery partition on this pc,when it boots i hit F10 but it doesn't do anything

Disc Management will tell you. It can look at the disk. We can't.

"I hit F10"

Why F10? Is that in some instruction or manual? You didn't tell.

i'm sorry windows doesn't load,i got this from a friend and its asking for a password and he doesn't remember it its been sitting a while.i ordered the recovery cds a few minutes ago so it doesn't matter,thanks anyway

Resetting the administrator password is free. Google NTPASSWD or PARTED MAGIC for 2 common tools. The last one, by the way, includes a partition editor to answer my first question.
