I'd start with running chkdsk from the command prompt of your Windows 7 install disk, as adviced. I
If that fails, delete the partition and use your recovery disks to go back to factory conditions. If that also fails, install a new hard disk and use your recovery disks to go back to factory conditions.
When I turned on the PC the HP screen appeared and a blank, black screen with a blinking underscore. The screen stays for about 5 minutes then a windows recovery menu appears. It says "Windows was unable to start. This might be due to a recent hardware or software change" and a bunch of options. I selected the "Start Windows Normally" option.
Then the windows 7 logo appears. It stays for a minute and the system restarts. The whole process repeats again!!
Then I used my Ubuntu Bootable flash drive which luckily worked. When I tried to access the Local Disk C partition, the OS displayed an error :-

Failed to read NTFS $Bitmap: Input/output error
NTFS is either inconsistent, or there is a hardware fault, or it's a
SoftRAID/FakeRAID hardware. In the first case run chkdsk /f on Windows
then reboot into Windows twice. The usage of the /f parameter is very
important! If the device is a SoftRAID/FakeRAID then first activate
it and mount a different device under the /dev/mapper/ directory, (e.g.
/dev/mapper/nvidia_eahaabcc1). Please see the 'dmraid' documentation
for more details.
