Probably an unlocked GSM handset would suit his needs. I don't know which provider you are using but it would be cheaper to use prepaid SIM cards (with a local phone #) while he is deployed there.

Another possible Solution

I am not sure what the regular carriers charge when you roam in Iraq, but I would bet it is more than $2 per minute. Here is an alternative that might work for you:

They have a nice service that works from most countries outside the US and the rates are not crazy. I had a look at the rates for Iraq and they were $0.95 per minute to make a call. $0.85 to receive a call and $0.59 per text SMS.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
