Something is wrong with my cpu help?

So recently i have been having problems with my cpu. run programs like Sony vegas pro 13 would usually take around 30-50% cpu usage but one day when i went to edit a video the cpu went straight to 100%. it is also similar with all programs, Games taking 40-70% cpu and with nothing open it takes up around 10-20%.
Lastly i may also have some sort of problem with my memory usage is very high. while having nothing open it is just below 3 gb.

Computer Specs
GTX 760 2gb
intel i5 4440
8 gb of ddr3 1600
gigabyte b85m-ds3h
500w evga power supply

Wondering if there are any setting i may have changed or what i would have to do to fix the problem
