Someone mentioned to me that if I can change the "html" of

a web page I can change the backround color of that page. I know that html stands for hyper-text-markup-language..but in what context does that mean when it comes to working with web pages?
I am using a wordpress.com 'blog' and I would like to change the backround color of the 'dashboard'...can someone tell me how and if I can change the backround color?

Changing the css might be even simpler.

But if you don't tell the details of the program you use nobody can tell you what to change.
