Start by looking at the Canon A1100IS.
If you want something even smaller, check out the Canon SD1200IS.

Both have Image Stabilization and optical viewfinder in addition to the LCD.

From my personal experience, I would not recommend the Cannon SD1200 two of them were defective. Maybe it was just my bad luck.

costco sells the Panasonic Lumix DMC-ZS3 for $199.99 now. i recommend that.
