Software to convert MPEG to M4V?

Can someone please recommend some free software that I can download that will convert a MPEG video file into something I can burn onto a DVD. I have a Sony Handycam DVD recorder and I want to copy what I've recorded on the mini DVD onto a regular DVD. The software that came with it is useless. I was able to get a MPEG version of the recorded movies off of the DVD onto my PC but I can't seem to burn it to a DVD now.

mpeg to m4v...why? Which mpeg format is now (1,2,or 4)? Regular dvd format or just regular dvd disc? I don't know much about Sony handycam but it sound to me the minidvd recorded format is in standard dvd format I correct?

Couple softwares to try first (because it's free); dvdflick and imagburn.

you know there is difficult to find a good video converter for covnerting MPEG to M4V for free.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
