That's ambitious. You're talking about the "Entire Internet Network" of the world I assume, some billions of users.

I'm not sure even Google has managed that, and in fact China has blocked them out, so that's over a billion potential users they've lost.

What good is an advert if users don't look at it?

If the envelope appears in my mailbox, I have the choice to open it or toss it. If it's placed in front of my face without my approval, it's spam. Why not come up with a web site devoted to ads? People who want nothing else but to see such offers can go there voluntarily and search for what they want.
