software or code to create Horizontal Menu with sub menus

Hi,
I have taken over a web site at my new job and it was done with FrontPage. I would like to create Vertical or Horizontal Menu with sub menus but I cannot find a program that will create these sub menus. Any ideas how I can create them or any ideas on software or web site that will help creating them.
I would appreciate any info or help.

Try Navstudion by opencube.com

Its a free and powerful tool that enables you to create customiable and editable menus to add to your website easily.

however, it creats lots of scripts files for just 1 menu.
