Yes, it is.

I see they already designed the boxes to sell it in so it can be sold if they put the CD in.

But since all text on that site is in Iranian or so (sorry if I'm wrong), it's impossible for most readers of this forum to see what it's all about. And moreover, just looking at a box and reading promotional text doesn't tell anything about the quality of the software.
