Snow Leopard Apache permissions?

I recently upgraded from OS X 10.5->10.6. I've had /etc/apache2/httpd.conf set up with a local DocumentRoot which I could access using a web browser.

After upgrading, when I request my local server either by name or by http://127.0.0.1, I get a message "You don't have permission to access / on this server." httpd.conf was not modified by the upgrade. I have run the 'Repair Permissions' in Disk Utility (probably unrelated).

What changed in Snow Leopard? Where can I re-enable access to my local web server folder?
