Snapping (to edges,etc)

I discovered how and where to stop this crap a long time ago. I had to restore my system so I'm starting over. I'll be darn if that snapping is back. It really messes up thing with working with photos. Can anyone that's a lot smarted than I tell me how to turn this off. PLEAASSE

Mostly PhotoShop. I do a lot of photo editing and refinshing.
