SMS Barred??????

I have a new phone, I send a text message but does not send, it comes up saying SMS Barred. HELP please.

I have a samsung cell phone, GT-E3210B Just sending text's to my daughters phone, (who lives with me) it comes up sending, but then it says SMS Barred & asks if I wanna save it. I have checked the message settings but can't see anything that has to do with that, so I'm not sure now what to check in my phone to change it so I can send text messages.

You head back to the carrier's service counter for them to fix or explain.
