Small Business Web Design Services - Are they helpful?

Hi, want to know that are web design services helpful in boosting the online presense of smal lbusinesses, because recently on a website I read in an article that quality content is must.

One should focus more on CONTENT, rather then on small business web design.

So, if any one have better suggestions, do share it with me....
