Slow wireless connection

Anyone know of a slow down occuring when you manualy assign IP's to the computers on your wireless network? (DHCP off for security)
I am running a wirelss network with a belkin Pre-n router and the belkin pre-n card for my fujitsu C lifebook laptop. My other notebook (Dell 700M) never slows when I change the router setting to not assign DHCP . I maunaly assigned the computers IPs within the specified range in the properties of each card.

The problem computer stays connected and at a 108.MBS but is real slow only when I assign the IP.
