Slow Internet Speed

config....Win XP, 80Gb HDD, 512Ram, P4 2.8Ghz.

I have a cable internet connection of 256Kbps which I find slow. i have good experience of checking Virus,Spyware and regularly run anti-virus & spyware like AVG, Ad-Aware, Spybot and the system is free of any infections. My question is that I come across so many sites promising to increase the speed by atleast 200% with their software. Giving you some of the sites :-

A new modem. . .

may be the answer. I had a D-link DCM-200 cable modem with Comcast. This modem would connect at around 3.5 Mb/s, acceptable for Comcast's advertised speed of 4 Mb/s. I did some reading about new protocols for cable modems, bought a new D-link DCM-202, and bingo, 4.7 right off the bat.

I personally don't know of any sites that have programs to increase speed by 200%. Most speeds are controlled by your isp. The more you pay the faster you go (generally speaking). My current isp has download speeds of 4MBS. I usually get 3.8 or thereabouts. Plenty fast for most stuff.
