Slow internet connection, disconnections

I am running WindowsXP on an HP. Have Charter Cable as my internet provider. For the past 2 months have noticed slowing in my browsers and frequent disconnections on live sites. Had HP do a check on my operating system, purchased a new cable modem, have had numerous discussions with cable tech support and visits to my home. Today they replaced the cable from the house to the box. I am told that the signal shows alot of variation. Is there anything else I could do and if I need a new high speed internet provider, what should I look for?

And even if you don't use it, did you secure it with WPA?

Also, I just fixed one like this. The owner was running a P2P program. Once Limewire was tossed, it worked fine.
