Maybe, maybe not

Without any kind of information about your system's hardware, it's kind of hard to say whether or not the time frames you're experiencing are normal or not.

Try disabling startup programs LINK

Also viruses can slow things down, have you run any scans?

No need to keep temp files, though not sure if it will make a world of difference.

For Comparison Only.... My XP Pro....

on Pentium 4/3.0Ghz/80G Hard drive/512 RAM...with Minimum items on start-up, takes 45 seconds from pushing power on button...to
full desktop w/ no hourglass/wait symbol.
It used to take 1/34-2 mins. before disabling all un-need garbage which was also starting in background.
Some AV programs can slow down boot as will any malware/spyware or software conflicts on board.

As posted above, without knowing specs & software running can't say if really unusual. Happy

BIOS

I've found that disabling some hardware in the system BIOS like the Parallel or Serial ports helps speed things up for me, not sure if this is the same for you. Just remember, not responsible if it crashes on you. Some system specs would be helpful.
