Similar ERROR messages popping up

Hi:

I've had a new HP computer for about 3 weeks. I'm starting to get error messages and I don't know why.

I can't see how to attach a screen shot I have of the error messages but this is what the first one that started popping up -- after booting up -- about 7 days ago:

1. "DropboxOEM.exe - .NET Framework Initialization Error"

C:\Windows\Microsoft.NET\Framework\v4.0.30319\mscoreei.dll could not be loaded"

Yesterday this cropped up after booting up: 

2.  "HPCEE.exe- Bad Image

C:\Windows\Microsoft.NET\Framework\v4.0.30319\mscoreei.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administration or software vendor.
Error Status Oxc0000020."

I tried to download and install Turbo Tax today. When I installed it I got this message:

3. "Turbo Tax 2015 Installer.exe - .NET Framework Initialization Error
C:\Windows\Microsoft.NET\Framework\v4.0.30319\mscoreei.dll could not be loaded"

The common message seems to be this error:
C:\Windows\Microsoft.NET\Framework\v4.0.30319\mscoreei.dll could not be loaded"

Does anyone know how to fix this issue?

I'd like to try the tool but the repair tool that you linked me to says system requirements only supports up to Windows 7 . I have Windows 10. Is that a problem? I don't want to void my warranty by installing the wrong tool.

I've not tried it on Windows 10, but since it's a Microsoft tool, I'd give it a try. It shouldn't void any warranties.

And Do You Have NET 4.0.30319 Installed & Did You Enable It?

You don't want to follow the instruction in the video exactly because you don't need the earlier NET 3.5 installed, but you can verify that NET 4.6 has been enabled on your computer in the same basic location.

Also, check to make sure there is a the required file at the location listed in the error message. Use Windows Explorer to find: C:\Windows\Microsoft.NET\Framework\v4.0.30319\mscoreei.dll

If it doesn't exist, and the repair tool didn't get it done (full support of NET 4.6 for Windows 10 hasn't been added yet), then there are new tools which should get it done for you also. Here's the link:
