The first suspect will be the battery.
First - try charging the battery.
If that does not solve the problem it can still be the battery.
Your camera is about 6 years old.
That is about the life of a battery. They don't last forever.
The only way you can prove it is the battery is to replace the battery.

If a new battery does not fix the problem - you have bought a battery unnecessarily.
That is the chance you take.

The next possibility is the battery charger.
If the new charger does not fix the problem - you have bought a battery charger unnecessarily.
That is the chance you take.

If the lens does not extend when you turn-on the power, it can be because the camera has been dropped, and the lens housing is bent. That usually means a factory repair.

When you power-on the camera keep watching the LCD screen and look for some type of error message on the screen.

i have it on the charger right now, i dont know why i didnt think the battery might be the problem. if it ends up having to have a factory repair is it expensive? i will let you know what happens when the battery is charged.

k the shutter opens and the lense comes out but it makes a weird sound inside the camera and the screen says retry power on. so i push the power button again and it does the same noise and the screen says lens error... what does that mean?

I am thinking that it is likely that the camera was dropped.
If a camera was dropped when the lens is extended, the barrel of the lens usually gets bent.
That makes the lens housing drag and usually prevents the lens from extending (or retracting) all the way.

Something to try. Power-on the camera.
While the lens is extending, grasp the front on the lens barrel and gently pull on the lens to help it extend all the way. (Gently - you can damage the camera if you over-do the pulling.

See if the camera will work now.

Something else to try.
With the camera powered-off and the lens retracted, lay the camera on its back and check the rings around the lens and see if they are equally spaced all the way around.
If the gap between the rings is not equal size all around the ring, gently press on one side of a ring to try to equal the spacing. (this has worked in some cases).

Factory repair will usually cost from $100 to $200.
You may want to think about a new camera.
You may find a used camera (same make and model) on ebay for under $100.
