Shutdown Problem

My system:
Formerly an Acer Aspire SA90
450w PSU
Asus P5VD2-VM SE motherboard
Pentium D 3Ghz
2 Ghz DDR2 667
EN 8400 GS graphics card

Windows XP Home sp2
Ms Office 2007
AVG free
Adaware 2007
Glary Utilities

When I shut down or restart my PC I get a message saying "WMS is idle
closing program or press close". If I click on close then it shuts down, but if I allow it to close itself I get a "Program is not responding" message. Does anyone have any idea what may be causing this and how do I fix it?
