Shutdown Failure "Vsmon" not responding

I have a Dell GenuineIntel with pentium III and Microsoft Windows ME 4.90.3000. I've had trouble shutting down (properly) for quite a while. A blue screen will remain with the cpu staying on or windows will shut down and go to a black screen with a blinking cursor. I Ctrl/Alt/Delete to see what's not responding. Usually "Vsmon" isn't responding, sometimes something else. when I "End task" 1/2 the time the cpu shuts down, 1/2 the time it goes to the black or blue page while remaining on, or it re-starts (when shut down is selected). I couldnt locate a Vsmon program or anything and so I'm stuck. Please respond with any help possible. Thank you!!!
